The business organization has to therefore satisfy all its stakeholders and be in a better business position. The organization has got to ensure that the human resources are completely satisfied. A human resource which is satisfied will ensure that all the strategies of the organization are undertaken so as to achieve the general objectives. With a dedicated human resource, the organization would be able to develop a culture that is completely accepted to all the stakeholders and thus increase output. In many occasion, the way the organization treats its human resource, it will be reflected on how these employees will treat the customers. The customers who are satisfied with organizational activities will tend to have confident in the goods and the services that will be offered and thus be loyal to the organization. Therefore, looking at these cases, it is completely the best ways in which the organization can ensure that it reduces unnecessary costs. With dedicated employees, the rate of turnover will be very low and thus reducing the cost of hiring and the procedures associated with it. Furthermore, with loyal and satisfied customers, the organization will be assured of the continuous available markets. With reduced costs, the organization would be able to have increased profits and thus become the largest motor industry by gaining much larger markets. Alcohol Vignette

Tom has been arrested twice for Driving Under the Influence or DUI of alcohol, and in his most recent arrest, he has also been charged with assault of a law enforcement officer which is specifically a display of seemingly violent behavior since assault involves physical attack or onslaught.Tom’s blood alcohol level or BAL taken when he was arrested was 0.18 which was identified as the blood level for illegal intoxication (Hamilton, 2007). Aside from Tom’s BAL as indicator of his intoxication, he also admitted to forgetting what had transpired, his pupils were dilated, his speech was mildly impaired, and he displayed lethargic behavior. Assessing Tom’s situation was taken under the context of his claim that the case only happens during social gatherings with family and friends, not motivated by problems and such.Considering the circumstances presented, I would have to say that Tom is an alcohol abuser based on the guidelines set by The Diagnostic and Statistical M anual of Mental Disorders IV. An alcohol abuser is described as an individual who drinks alcohol in a manner that is harmful or hazardous to one’s health. (Buddy, 2008)Since Tom’s memory, speech, and physical functioning was affected by his high levels of alcohol intake, he fits into the category of an alcohol abuser. Another characteristic established and attributed to alcohol abusers include the non-dependence on alcohol.Alcohol abusers do not show strong cravings or dependence toward drinking. (â€Å"What is Alcohol Abuse?,† 2003) Basing it on Tom’s claim of having been drinking only after the holidays and during social gatherings, it clearly reveals that he does not exhibit strong cravings and dependence toward alcohol intoxication.Other characteristics of alcohol abusers that might be exhibited during a year-round observation includes recurrent apprehension for being caught due to reasons pertaining to alcohol, and other offenses that are fueled by a lcohol intoxication (ex. assault, etc.), and drinking without control or setting limitations despite having legal problems (ex. DUI arrests, etc.) in the past that were related to alcohol intoxication. (â€Å"What is Alcohol Abuse?,† 2003)Aside from the standards or guidelines that determines between alcohol abuse and alcohol dependence, there are other standards established over the years that are used to categorize drinking patterns or problems – specifically, Type I and Type II alcoholism, and Type A and B alcoholism.Type I alcoholism is attributed to alcoholism for both the male and female populations that occurs in the latter ages of life with noticeably less serious effects or implications, specifically with actions or behaviors that are related to anti-social behavior or misdemeanor. Type II alcoholism on the other hand, is isolated to the male population that starts at an early age with serious effects and implications, particularly when it comes to the display of anti-social behavior or misdemeanor. (Johnson, 1996)Type A and Type B alcoholism are based on standards or guidelines that relate the magnitude or gravity of alcoholism to an individuals childhood background, time of use, dependence on alcohol, use of illegal drugs, and the efficiency of treatment.Alcoholics under Type A are those who started drinking in the latter part of their lives, with no known or minor emotional or psychological problems in their childhood, lesser dependence on alcohol and problems or issues that are related to intoxication. On the other hand, alcoholics under Type B are those who have experienced emotional or psychological problems in their younger years, have family members who are also alcoholic, greatly dependent on alcohol, and more alcohol-related problems. (Babor, et. al., 1992)Based on the above descriptions of Type I and Type II, and Type A and Type B alcoholism, Tom is more likely to be categorized as an alcohol abuser under Type II and Type B in progress.This is supported by the fact that Tom is starting to follow a pattern of alcoholism that leads him to become publicly arrested for being illegally intoxicated. Moreover, Tom has already displayed violent behavior towards a law enforcement officer, which he claims he does not recall. Since he was already arrested in the past for a DUI, and he was arrested again for the same offense, he refuses to acknowledge his drinking problem and the harmful effects that it poses to his health and safety as well as the safety of other people.2. Tom mentioned that he does not remember anything that happened while he was intoxicated, which obviously means that his being drunk is affecting his memory. Moreover, he displays mild speech impairment as well as lethargic behavior or demeanor.The implications of such admissions and overt behavior lead to the conjecture that there is something wrong with Tom, particularly the functioning of his Central Nervous System or CNS. The CNS is composed o f an individual’s brain, spinal column, and nerves or neurons. In general, drinking alcohol of any amount affects the CNS. However, it is the amount of alcohol which determines how strong or overpowering its effect would be to the physical and cognitive functioning of a human being.   (Dunlap, N.D.)Naturally, when an individual drinks too much alcohol, its effects would also be greater on the functioning of his CNS. Since the CNS is capable of handling the senses and the impulses which governs an individual’s thoughts and actions. As an individual continues to drink alcohol, the CNS also continues to depreciate causing irreversible or irreparable damage to an individual’s CNS functioning.Apparently, the content of alcohol which goes directly to an individual’s CNS, blocks out the circulation of oxygen to and from the brain which causes a temporary blackout blurring or blocking one’s memory. Once the alcohol dissipates from the body, the circulati on of oxygen in the brain normalizes, as well as an individual’s memory. This means that once an individual becomes a habitual drinker, his memory as governed by the functioning of his brain, and his impulses or senses as managed by his nerves and neurons, become permanently damaged by alcohol. (Dunlap, N.D.)The kind of behavior displayed by Tom is clear signs of CNS impairments or disabilities caused by his intake of alcohol. For instance, Cerebellar Atrophy is a condition associated to a part of the brain called the cerebellum, wherein an individual’s intake of alcohol causes an imbalance or disturbance in one’s muscle coordination. Cerebellar Atrophy will affect an individual’s balance as well as walking movements.This particular CNS condition explains why Tom’s actions or movements are lethargic or sluggish since he had trouble balancing, walking, or moving at a normal pace. Another condition related to alcohol and the CNS is the Korsakoff†™s Amnesic Syndrome. This particular syndrome has something to do with an individual’s memory. If an individual develops high dependency on alcohol and takes in alcohol that is more than the amount of normal intake, contracting Korsakoff’s Amnesic Syndrome will lead to losses in short-term memory. (â€Å"Alcohol Related Brain Impairment,† 2008)One factor which affects the length of time by which alcohol lingers inside the body, therefore, shortening or prolonging the harmful and incapacitating effects of alcohol to an individuals CNS is his metabolism. Metabolism is a process that occurs within the body which converts substances and other chemical compounds that are readily excreted from the human body.The process constitutes the contribution of the liver in the oxidization process which normalizes the amount of oxygen in the blood stream, including the brain. If the oxidization process is normal, then the rate of an individual’s return to consciousness is normal.However, the rate of the oxidization process as well as the metabolizing enzymes found in the liver is greatly affected by alcohol. Large amounts of alcohol intake will lead to the damage of an individual’s liver which will consequently influence metabolism rate, making it difficult for the liver to dissipate alcohol from the human body prolonging the effects of alcohol to an individual’s brain functioning. (â€Å"Alcohol and The Human Body,† N.D.)Since the effect of Tom’s alcohol intake was observable prior to his arrest which motivated a DUI charge until the time that he was apprehended, displaying bouts of memory loss, speech impairment, and lethargy, this means that the rate of his metabolism is not capable of flushing out alcohol from his system and normalizing his bodily functions through immediate oxidization.From this, we learn that Tom is an alcoholic who have been drinking alcohol either for a long time or in large amounts which is en ough to interfere with his metabolism.Tom’s stated case or situation and gathered information pertaining to the simultaneous intake of certain drugs such as Marijuana, Valium and other types of downers, and alcohol will be used to identify whether he used downers along with alcohol or not. Again, observable behaviors that may be utilized to answer such inquiry include his sudden loss of short-term memory, the dilation of his pupils, mild speech impairment, and lethargic behavior or demeanor.First, we need to understand the results or effects of drinking downers along with alcohol, differentiating it from the symptoms of alcoholism alone. Downers or depressants are intended for decreasing brain functioning or activity within the individual’s CNS in order to ease anxieties, worries, tensions, stresses, and such.Downers or depressants are appropriately prescribed for individuals who need to calm down as a means of moderating psychological tension. Since the intake of alco hol seems to display similarities to the effects of downers, the intake of alcohol and downers or depressants at the same time magnifies the effects or results of each when taken separately.

Thus, the single most significant complex of social-control tools for national development is found in the educational system; be it formal or informal. (Uwadia , 2010). It is also accepted that the development of any nation depends largely on the development of the human population in that nation which can majorly be improved through education. Smith (1937) stressed the significance of education in human capital formation. Therefore it follows that a reduction in the investment in education would affect the stock of the overall human capital base and productivity. Thus investment on education is considered to be a critical element to alleviate poverty, reduce unemployment and increase economic growth (Chukwu, 2011). It is with this knowledge that The UNESCO recommended that 26% of the annual budget be allocated to the Education sector and the agreement between the Federal Government and Staff unions on October 22, 2009 was also aimed at the improvement of the education sector. However in our study we would realize that a country like Nigeria has been operating below the percentage recommended by UNESCO as our expenditure on education usually lies around 5.3%. According to the Federal Ministry of Education (2003), the educational system in Nigeria faced ill periods between 1979-1995 due to resurgence of instability and financial inadequacies in the management, and was affected by the general economic downturn of the 1980s. In response to this, the Federal Government subsequently increased the budget allocation to education in the following years. These increments can be observed from 1995-2004 whereby education expenditure increased from N12,816,400,000 in 1995 to N93,767,886,839 in 2004. A total increase in expenditure by 631.63%. Such a huge increase in education expenditure should initiate a relatively large increase in the Nigerian education system. It is however apparent that the growth of the Nigerian economy has led to an increase in the National budget allocation to education over the years but how this in turn has played a role in the development of the Education sector, remains a puzzle unsolved. All these provoked the conduct of this study. In this vain, it is expected that in a developing country like Nigeria that seeks to achieve economic development, the increasing amounts pumped into the education sector will be utilized effectively and in turn will result to the development of Education in Nigeria. However, this is not the case. A cursory glance at the quality of our education reveals that Nigeria is a long way from reaching neither the promised land of Education for all by 2015 nor its wide dream of being one of the 20 best world economies by 2020. With more money driven into the sector and nothing to show for it, one can then infer that the cause of our torpid education system is not financial inadequacy. On the other hand, it may be a contributing factor. Hence the need for our study arises. In the light of this, this study is carried out with the aim of highlighting the relationship between education expenditure and the development of the education sector. Also, we shall show how the education standard is deteriorating despite the increment in budgetary allocations from 1995 to 2004. Explicitly, the objectives are as follows; a.To determine and assess the pattern of Government expenditure on education. b.To ascertain the performance of the education sector in comparison to Government expenditure in the sector. This study is carried out on the Nigerian education sector with emphasis on Nigeria’s budget allocation to Education and so all resources and observations to be made are restricted to Nigeria. Data and information to be used in this research are secondary data obtained. These data are to be gathered between May 30th and June 17th, 2011. This research on the Nigerian Education sector shall be based on data from 1995 to 2004 (ten years). It was in this period that a steady increase in the budget allocation to the education sector was observed. Autism Spectrum Disorders: Causes, Diagnosis and Support Autism Spectrum disorders Introduction Autism awareness in todays society has moved from the shadow of shame and unknown to the forefront of research and education as an increasing number of children and people with Autism Spectrum disorders gain attention in every aspect of their everyday lives. This paper will attempt to explore the many faces of autism: identification, possible causes, treatment, societal reaction/interaction, the learning/teaching cooperative, and expectations for the future regarding this disorder in an ever evolving and expanding society. What is Autism? How does it manifest? Are there specific characteristics inherent to the disorder? How was it discovered? Who gets it? How is it diagnosed? When? Has the cause been identified? Is it hereditary, environmental or societal? Is there a cure? What kind of treatment is available, and how has it changed since discovery of the disorder? Do autistic children face specific learning challenges? What teaching methods best reach autistic children? Are some methods more effective than others? Autism is very broad, far-reaching and involved, but herein I expect to go from a brief discussion of the broad topic to the specific: How does autism affect the learning/teaching relationship between children and teachers? What is Autism? Autism was first thought to be mental retardation or insanity. In 1943, Leo Kanner noticed that these children did not fit the pattern of emotionally disturbed children and instead recorded patterns of being slow learners. Hans Asperger, making similar discoveries, discovered what has come to be known as Aspergers Syndrome often used to label autistic people that can talk. Leo Kanner and Hans Asperger, working completely independent of one another, recognized autism for what it was: a developmental disorder that interferes with a childs communication, social and interaction behavior. (Carew, 2009) Autism Spectrum Disorder (ASD) is a Pervasive Developmental Disorder (PDD). It is a bio-neurological developmental disability usually appearing before the age of three, best known for impairing a childs ability to communicate and interact. Life-long disabilities significantly impact several areas of development: communication impairments, social difficulty, sensory processing deficits and a need for solid routines within their lives. Characteristics of Autism manifests in a myriad of ways: delay in verbal development, a need to finish what they begin, a rather h3 resistance to change in daily routine, lack of spontaneity, distress at being touched and the ability to show any kind of emotion, as well as an inability to process and respond to humor. There are five subcategories associated with ASD, each with its own distinctive and unique features: Autistic Disorder, Aspergers Disorder, Childhood Disintegrative Disorder (CDD), Retts Disorder, and Pervasive Developmental Disorder-Not Otherwise Specified (PDD-NOS). Treatment within each subcategory is as diverse and varied as the individual being treated, depending on the individuals personality, unique symptoms and manifestation of autism. How is it Diagnosed? To help determine the difference between autism and mental retardation, a qualified professional will examine and score children who are suspected of having autism through a questionnaire based on direct observation by professionals and reports given by parents, family members, and teachers. This test is known as CARS (Childhood Autism Rating Scale) and was developed by Eirc Shopler, Robert Reichier and Barbara Rochen Reiner. (Schopler, Reichler, DeVellis, Daly, 1980) CARS was published in 1980, but the development began a lot earlier, in 1966. A Study conducted by the University of Texas Health Science Center determined an accuracy rating of 98% in diagnosing children and showed encouraging results in diagnosing adolescents as well. CARS incorporates the criteria of Leo Kanner (1943) and Creak (1964), and characteristic symptoms of childhood autism. (Schopler et al., 1980) The test focuses on 15 categories of behaviors, characteristics, and abilities and how the expected development is different than the actual development if autistic symptoms are present. The categories are: Relating to people, imitation, emotional response, body use, object use, adaptation to change, visual response, listening response, taste, smell and touch response and use, fear or nervousness, verbal communication, nonverbal communication, activity level, level and consistency of intellectual response, and general impressions. A child can score on a scale of one to four. Scoring a one meets a normal range for a childs age and scoring a four means the child is severely abnormal. (Secor, 2009) Who Gets It? Although it is unclear how much of the surge reflects better diagnosis, recent data suggests a 10-fold increase in autism rates over the past decade. The journal, Pediatrics, released on October 5, 2009, reported one percent of U.S. children ages 3-17 have an Autism Spectrum disorder, a prevalence of 1 in 91. This is a dramatic increase from the 2007 report by the Center for Disease Control reported 1 in 150 children diagnosed with Autism. Boys are diagnosed four times more often than girls. There has been no connection established regarding socio-economic status, race or religion in identifying autistic individuals. (Kogan, 2009) Cause of Autism All over the world, researchers are working to find just what causes Autism. However no direct, specific cause of Autism has been determined, to date. The pressure to identify a cause is a top priority among researchers and it appears, due to the various levels of severity and combinations of symptoms, there may be multiple causes and scientific evidence suggests both genetic and/or environmental factors. Because of intense research, there are several specific claims that have been disproven. Bruno Bettelheim, a once well-renowned child psychologist, blamed autism on parents, specifically mothers, claiming they did not properly bond with their children. There is no evidence to support that claim. Due in large part to Dr. Bernard Rimland, who has an autistic son, founded the Autism Society of America and the Autism Research institute. Dr. Rimland was instrumental in helping to determine autism as a biological disorder not a causal effect, ie., neglect, isolation, cold, indifferent or bad parenting. He disproved the theory by defining ASDs as biological disorders, not emotional illnesses in his book, Infantile Autism: The Syndrome and Its Implications for a Neural Theory of Behavior (Rimland, 1964). However, Dr Rimland is a proponent of another high profile controversial claim suggesting vaccinations given to children during babyhood may be a cause of the disorder. Despite Dr Rimlands advocacy and beliefs, this claim has little or no scientific backing. In fact, in a timely ruling Friday, March 12, 2010, the so-called vaccine court, a special branch of the U.S. Court of Federal Claims, found that the mercury-containing vaccine preservative thimerosal is not to blame for autism, and concluded the last of three cases on theories related to a vaccine-autism relationship. A 2009 ruling rejected a theory that thimerasol can cause autism when combined with the measles-mumps-rubella vaccine, which perhaps was based on a discredited medical journal article published in 1998 by British physician, Dr. Andrew Wakefield, linking a particular type of autism and bowel disease to the measles vaccine. The 2009 ruling predicated the dropping of a second case based on a theory that certain vaccines alone cause autism. Interestingly, in this third case, the court found that none of the expert witnesses who argued mercury can have a variety of effects on the brain, offered opinions on the cause of autism in any of the three specific cases argued. (Schmid, 2010)(emphasis added) Two studies conducted by researchers at the Childrens Hospital of Philadelphia link specific genes to autism. One study pinpoints a gene region that may account for as many as 15 percent of autism cases, while another study identifies missing or duplicated stretches of DNA along two crucial gene pathways. Significantly, both studies detected genes implicated in the development of brain circuitry in early childhood. (Wang, 2009) A specific connection between fragile x (FXS) and autism has also been found. Dr. Don Bailey , director of the Frank Porter Graham Institute, and colleagues found that in young boys with FXS, 25% met the criteria for autism using the (CARS). Their profile of behaviors was very similar to that of children with autism but without fragile X. Consequently, they also found that children with autism and FXS together, had a lower IQ than children with either FXS alone or autism alone. (Bailey, Jr., Hatton, et al., 2001) Methods of Treatment Since 1943, many ways have been developed to help the autistic child. Then, the famous Sigmund Freud discovered that parents who did not attempt to communicate with an autistic child saw no progress, while a close parent/child relationship seemed to cause the child to thrive and move forward. Although it lingered well into the 50s and 60s, Freuds theory lacked two critical bits information: first, oftentimes the parent didnt try to interact with the child due to the Autistic behavior; and second, in some cases it was a genetically inherited personality. For a time, children were removed from their home to see if they would recover although there was no clear-cut evidence of any value in future use of this method. Due to research and study, it was found that facilitated communication could teach the child to communicate with the world; for example an autistic child could be taught to manage and control his emotions; a parent could help a child desensitize from the over sensitivity to sound. Today, Applied Behavior Analysis (ABA), Occupational Therapy (OT), Pivotal Response Training (PRT), Physical Therapy (PT), Sensory Integration Therapy, Floortime, and medications, all have a place in accepted scientific treatment. Alternative methods are also sometimes used. These can include Dietary intervention, Vitamins and Minerals, Social Skills Groups, Music and Art Therapy, and even Dolphin Therapy. One of the most tried and true methods utilized today, Applied Behavior Therapy (ABA) is usually accompanied by Physical Therapy and Occupational therapy. As with any treatment there are good and bad points associated with each. ABA was developed by Dr. Ivar Lovaas and contains the B.F. Skinners theories on operant conditioning. This treatment includes rewards which may include toys or treats, for acceptable behavior. There is no punishment for wrong or incorrect behavior, however. There are a myriad of steps involved, and a fairly rigid structure to this method. ABA is very time-consuming and has shown many positive results. According to some ongoing research, diet may be fueling Autism. There is convincing empirical evidence that special diets help autistic individuals. Karl Reichelt of Oslo has been a pioneer in this area for decades, showing the highly significant effects of removing gluten, gliadin and casein from the diets of autistic children. There are now about forty research studies in Norway, the U.K., Italy, and the United States supporting this finding. Special diets are, most often, hard to implement. Eighteen research reports have been published since 1965, by scientists in six countries showing that about half of all autistic children and adults improve significantly when given large amounts of B6. Unlike drugs, B6 is a safe, natural substance that the brain requires. This vitamin, along with the mineral magnesium, is used in the production of serotonin. In a comprehensive review of the neurochemistry of autism, published in 1990, Dr. Edwin Cook wrote, The most consistent finding has been that over 25% of autistic children and adolescents are hyperserotonemic. However, after 29 years of investigation, the mechanism of hyperserotonemia has not been determined. (Genetics, autism and priorities, 1997) Teaching Methods Autistic children all have specific learning challenges; however, the method of approach depends entirely on the child. When teaching an autistic child, environmental considerations, a set schedule and routine for the student and a visual structure the student can see clearly to enable them to understand what is expected of them, and when it is expected of them. No one method is necessarily better than another. Many of the various methods utilize the same basic principles needed to help focus and teach a child with autism. An effective instructional strategy is one that incorporates structure, a communication system, sensory accommodations, individualized programming, inclusion, social integration and access to the general curriculum. It is important to find research-based methodology that has proven effective through application and data collection. This helps enhance the effectiveness and accountability of the program. There are also different teaching approaches enabling students with this disorder to learn and function as well as any other student in the classroom. No one approach has proven more effective. However, Treatment and Education of Autistic and Related Communication Handicapped Children (TEACCH) (Shopler, E 1997) incorporates several methodologies and techniques into one program. Developed in the 1970s at the University of North Carolinas School of Medicine, the philosophy behind TEACCH was: the environment should be changed to meet the needs of the students, not the students changed to meet the needs of the environment. Techniques are developed to meet the specific communication, social and coping needs of the student. The goal is to help students with ASDs learn functional skills so they can live productively and reach their full potential at school and home, and later in their community and working lives. TEACCH stresses the need for elements of behavioral and cognitive interventions, direct teaching of social skills, the need for structure, and the use of visual cues to show tasks to be done in work or play areas. Another stand alone method of teaching, also one of the components within TEACCH, Structure-Positive-Empathetic-Low Arousal- Links (SPELL), emphasizes a clear routine and an atmosphere that helps maximize positive relationships and reduce anxiety while teaching children with ASD. This can be accomplished by trying to anticipate the experiences, settings, or problems the children may consider threatening. This methodology has been integrated into most of the centers run by the National Autistic Society. Basic strategies need to be implemented inside a classroom to help transition students with ASD. These include: A clear structure and daily routine Use of clear and unambiguous language (not a lot of humor or irony) Make clear which behaviors are unacceptable Address the child individually Provide a warning if there is an impending change in routine or activity switch Know the students ticks and what abnormal behavior might be Specific teaching using photographs, video recording, how feeling are expressed and communicated so they can be recognized. Regular opportunity for simple conversations to help increase the use of how and why questions Use charts to record behavioral progress reinforcement How Does Autism Affect the Learning/Teaching Relationship Between Children and Teachers? Any teacher can get very frustrated with children in general, and if a disability is added to the equation, it can make for a difficult learning and teaching experience for both parties involved. It is important to remember what the student is going through and having to deal with. Patience truly is a virtue for the teacher, combined with empathy, understanding, encouragement and compassion. Within any teaching strategy, to work and develop a method of structured teaching, there must be an understanding of the unique features and characteristics of the autistic child. A teacher must organize the childs environment so the child is able to focus on relevant information and not be distracted by irrelevant things. The teacher must also develop appropriate activities to engage the student and not frustrate them. The instructor must also help the student understand what is expected of them so they do not have any disruptions to their routine or be inadvertently thrust outside of their comfort zone. Despite a teachers best efforts to reduce the stress, anxiety and frustration of the environment, behavioral challenges will still arise, depending on the characteristics of the autistic child. Conclusion Autistic Spectrum Disorder has come out of the shadows and gained notoriety in todays society through the actions of celebrities, organizations, and parents of autistic children as awareness of this increasingly prevalent disorder increases exponentially with research, education and mainstreaming. Since it was identified just a little over a half century ago, ASD has gained attention and momentum and tremendous strides in identification, possible causes, treatment, societal reaction/interaction, the learning/teaching cooperative, have provided lofty expectations for the future. While teaching students with ASD is challenging, it can also be hugely rewarding. Teaching methods like TEACCH, which encompass the basic principles and techniques found to be most effective and least upsetting for the autistic child: consistency in a passive environment, an unvaried schedule and basic repetitive routine enable teachers to help the autistic student learn and progress within a safety zone geared toward their own individual learning style. Although there is no cure, there have been significant strides in identifying, developing and implementing new treatments every day. Children with ASD are often able to lead full, happy, and productive lives, interacting with society on their own terms. One can only hope that the strides of today will be not only matched but outpaced in the future as ASD becomes not a mysterious disorder of unknown origin, but a minor affliction overcome by millions, unidentifiable and without stigma in the mainstream world. He disproved the theory by defining ASDs as biological disorders, not emotional illnesses in his book, Infantile Autism: The Syndrome and Its Implications for a Neural Theory of Behavior (Rimland, 1964). However, Dr Rimland is a proponent of another high profile controversial claim suggesting vaccinations given to children during babyhood may be a cause of the disorder. Despite Dr Rimlands advocacy and beliefs, this claim has little or no scientific backing. In fact, in a timely ruling Friday, March 12, 2010, the so-called vaccine court, a special branch of the U.S. Court of Federal Claims, found that the mercury-containing vaccine preservative thimerosal is not to blame for autism, and concluded the last of three cases on theories related to a vaccine-autism relationship. A 2009 ruling rejected a theory that thimerasol can cause autism when combined with the measles-mumps-rubella vaccine, which perhaps was based on a discredited medical journal article published in 1998 by British physician, Dr. Andrew Wakefield, linking a particular type of autism and bowel disease to the measles vaccine. The 2009 ruling predicated the dropping of a second case based on a theory that certain vaccines alone cause autism. Interestingly, in this third case, the court found that none of the expert witnesses who argued mercury can have a variety of effects on the brain, offered opinions on the cause of autism in any of the three specific cases argued. (Schmid, 2010)(emphasis added) Two studies conducted by researchers at the Childrens Hospital of Philadelphia link specific genes to autism. One study pinpoints a gene region that may account for as many as 15 percent of autism cases, while another study identifies missing or duplicated stretches of DNA along two crucial gene pathways. Significantly, both studies detected genes implicated in the development of brain circuitry in early childhood. (Wang, 2009) A specific connection between fragile x (FXS) and autism has also been found. Dr. Don Bailey , director of the Frank Porter Graham Institute, and colleagues found that in young boys with FXS, 25% met the criteria for autism using the (CARS). Their profile of behaviors was very similar to that of children with autism but without fragile X. Consequently, they also found that children with autism and FXS together, had a lower IQ than children with either FXS alone or autism alone. (Bailey, Jr., Hatton, et al., 2001) Methods of Treatment Since 1943, many ways have been developed to help the autistic child. Then, the famous Sigmund Freud discovered that parents who did not attempt to communicate with an autistic child saw no progress, while a close parent/child relationship seemed to cause the child to thrive and move forward. Although it lingered well into the 50s and 60s, Freuds theory lacked two critical bits information: first, oftentimes the parent didnt try to interact with the child due to the Autistic behavior; and second, in some cases it was a genetically inherited personality. For a time, children were removed from their home to see if they would recover although there was no clear-cut evidence of any value in future use of this method. Due to research and study, it was found that facilitated communication could teach the child to communicate with the world; for example an autistic child could be taught to manage and control his emotions; a parent could help a child desensitize from the over sensitivity to sound. Today, Applied Behavior Analysis (ABA), Occupational Therapy (OT), Pivotal Response Training (PRT), Physical Therapy (PT), Sensory Integration Therapy, Floortime, and medications, all have a place in accepted scientific treatment. Alternative methods are also sometimes used. These can include Dietary intervention, Vitamins and Minerals, Social Skills Groups, Music and Art Therapy, and even Dolphin Therapy. One of the most tried and true methods utilized today, Applied Behavior Therapy (ABA) is usually accompanied by Physical Therapy and Occupational therapy. As with any treatment there are good and bad points associated with each. ABA was developed by Dr. Ivar Lovaas and contains the B.F. Skinners theories on operant conditioning. This treatment includes rewards which may include toys or treats, for acceptable behavior. There is no punishment for wrong or incorrect behavior, however. There are a myriad of steps involved, and a fairly rigid structure to this method. ABA is very time-consuming and has shown many positive results. The Environmental Impact of Renewable Energy Essay -- Energy Resources

The amazing thing about renewable energy resources is that they do not deplete. These energy resources include energies such as hydroelectric energy, solar energy, wind energy, and geothermal energy. The major advantage of using these resources is that the environmental impact is extremely low when compared to the use of fossil fuels and other energy processes. One of the most used renewable energy sources is hydroelectric power. When you look at all the environmental impacts of dams, etc., they seem to be a lot less devastating than those effects due to the use of coal and oil for producing energy. Some of the environmental impacts include major flooding due to the gigantic reservoirs that are formed by dams, which in turn makes certain areas of useful land worthless (Baird). Another impact is that the flow and quality of the water may be affected in ways that the dissolved oxygen content of the water will decrease, but this problem can be minimized with proper flow control (US Dept. of Energy). On the other hand, hydroelectric plants do not release any emissions such as carbon dioxide or sulfur dioxide, both of which increase to global warming and climate change. This is a tremendous advantage over fossil fuel use. Also, there isn't any need to worry about nuclear disasters like there is with the use of nuclear energy. Another renewable energy resource that has a lower amount of environmental impact is solar energy. Solar energy is created and used through the use of photovoltaic cells that collect the suns energy and then convert that energy into a useful form like electricity. As one would think when first asked about solar energy and photovoltaic cells, there aren't many environmental impacts associated with it. Truman's Domestic Policy Despite strong opposition from a Republican congress, Truman attempted to extend Roosevelt's New Deal policies by strengthening social security, conservation, implementing rent controls, and providing housing to low-income families. At times, however, Truman was inconsistent with his own party's beliefs and the ideal of the New Deal in order to suit the immediate situation and retain public support. Furthermore, Truman supported civil rights actions and for the first time, increased the political status of African American citizens. Truman's various other reforms were much like the proposals of Roosevelt, but the mood of the nation due to its affluence and that of Congress opposed his efforts and the changing times proved that Truman's Fair Deal was not as necessary as FDR's New Deal. Truman's organized policy to elaborate on the New Deal was termed the Fair Deal and aimed to improve social conditions like Roosevelt's plan had done previously. His immediate goals were full employment and an improved economy, as well as to provide for the common good. The Fair Labor Standards Act increased the minimum wage from 40 cents to 75 cents and the Social Security Act increased benefits to the elderly by 77.5%. Also, to the advantage of those who lived in rented homes and apartments, Truman lengthened rent controls to March 1951, and in addition, the Housing Act vowed to eliminate slums and established 810,000 low-income houses, thus providing a good amount of citizens with affordable housing. The president also implemented the Employment Act in 1946 to help stabilize the postwar economy. The act created a three member council of economic advisors and a joint committee to study and propose stabilization measures. Moreover, Truman attempted to establish a Missouri Valley Aut hority while extending the power of the Tennessee Valley authority, but was unsuccessful. However, the president did obtain increases in hydroelectric, water control, and irrigation projects in the west. Like Roosevelt, Truman was concerned about the welfare of farmers and encouraged the Brennan Plan to maintain farm income standards through price supports, loans, and storage of nonperishable commodities. Although the plan failed , the Agriculture Act of October, 1949 continued price supports at 90% parity through 1950 and then at 75-90% afterwards. This act was consistent with New Deal farm policy. Truman made other New Dealish attempts, like National Health Insurance and federal aid to education, but both were defeated with the help of protests by interest groups, namely the American Medical Association and the Roman Catholic Church.

Jewish Resistance   Ã‚  Ã‚  Ã‚  Ã‚  We must first realize that resistance was in no way a survival strategy. Yet, even when it seemed obvious that death was near inevitable, why did they not put up a fight? This argument is still puzzling to many holocaust historians, yet the arguments of Raul Hilberg and Yehuda Bauer offer insight to possible reasons why they did not fight and that resistance was more widespread than most people think.   Ã‚  Ã‚  Ã‚  Ã‚  First of all we will look at Raul Hilberg’s â€Å"Two Thousand Years of Jewish Appeasement,† to give us possible reasons why Jews simply willing followed orders to their death. We must see the destruction in a way that has two role-players: the perpetrators and the victims. We will closely look at the role that Jews played in sealing their own fate.   Ã‚  Ã‚  Ã‚  Ã‚  Hilberg gives us five possible Jewish reactions to the situation they had been confronted with. First of all we will look at the possibility of resistance. It seems as though people would not willingly walk to their death, but 2000 years of appeasement was not easily changed. Along with the history of appeasement, the Jews were totally caught by surprise. They had little organization and so, could not put up a worthwhile fight even if they had wanted to. The SS also did a good job of mental warfare in that any resistance, no matter how significant, the perpetrators knew that the repercussions would affect the whole community and so it was hard to muster support for physical opposition.   Ã‚  Ã‚  Ã‚  Ã‚  The second reaction was Jewish attempt to make the struggle more of a mental battle than a physical one. They tried to avert the full plans of the German army by using written and oral appeals. Jews also tried to anticipate German wishes. The SS found that the ghettos could be very productive and tried to milk them for all they could. In this way, the Jews believed that if they were able to be productive, they would be spared long enough because of their economic value for help to arrive.   Ã‚  Ã‚  Ã‚  Ã‚  Another possible reaction is flight. Only a few thousand Jews escaped from the ghettos in Russia and Poland, and very few escaped from the camps. This was the most viable survival option and yet very few took it. Von dem Bach talked about an â€Å"unguarded escape route to the Pripet Mar... ...was extremely difficult for many reasons. First of all, although there were armed undergrounds in two of the camps, they never acted, and other than this it was impossible to get arms to stage a real resistance. Second of all, the victims were so malnourished that they could not put up any reasonable fight. And lastly, they were in no mental state to fight the SS. They were instead, fighting for their life every second of the day. They had in some ways given up on life and often times willing to obey all orders because it was the easiest way to do things.   Ã‚  Ã‚  Ã‚  Ã‚  My immediate reaction is, how could they not resist when they know they are going to die. But, it is easy to say what you would do looking back at the situation. In many cases I believe that they did resist in the best way they knew how. They fought for life and did that by any means necessary. Many times they felt as though if they prolonged their life, that soon enough they would be saved. This seems as a very reasonable thought, so in my opinion I believe that they did resist more than Hilberg gives them credit for, but I believe they did it from lessons they had learned from the past 2000 years.

Comparative Study on Singapore vs Indian Higher Education System Essay

Abstract: In the world of globalization almost every country in the world wants their education system to be the best, so their students can obtain the necessary skills and knowledge taught by the schools/universities that meets the challenges of the 21st century. The present article explores how Singapore and Indian way of higher education system works; in which way both the countries differ and how they are leading in the field of higher education and it also highlight the different pathway that leads to the student’s progression from their nursery to doctorate degree. 1. 0 Indian education system: The University Education Report had set goals for development of higher education in the country. While articulating these goals Radakrishnan Commission on University Education, 1948-49 put it in following words: â€Å"The most important and urgent reform needed in education is to transform it, to endeavor to relate it to the life, needs and aspirations of the people and thereby make it the powerful instrument of social, economic and cultural transformation necessary for the realization of the national goals. For this purpose, education should be developed so as to increase productivity, achieve social and national integration, accelerate the process of modernization and cultivate social, moral and spiritual values. † India’s higher education system is the third largest in the world, after China and the United States. The main governing body at the tertiary level is the University Grants Commission (India) is a statutory organization established by an Act of Parliament in1956 for the coordination, determination and maintenance of standards of university education. Apart from providing grants to eligible universities and colleges, the Commission also advises the Central and State Governments on the measures, which are necessary for the development of higher education. Central Government is responsible for major policy relating to higher education in the country. It provides grants to University Grants Commission (UGC) and establishes central universities in the country. The Central Government is also responsible for declaration of Education Institutions as ‘Deemed to be University’ on the recommendation of the UGC. Accreditation for higher learning is overseen by 12 autonomous institutions established by the University Grants Commission. At the end of the third year of XI Plan (2009-10), the number of Universities has gone up to 493 (42 Central, 130 Deemed and 316 State Universities and 5 Institution established under Special State Legislature Acts) and the number of Colleges to 31,324, thus registering an increase of 36% in the number Universities and 48% in the case of Colleges in comparison to the figures at the end of X Plan (31. 03. 2007). During the academic year 2009-10, there had been 146. 25 lakhs (provisional) students enrolled in various courses at all levels in universities/colleges and other institutions of higher education as compared to 136. 42 lakhs in the previous year, registering an increase of 7. 2 per cent. Out of 146. 25 lakhs, 60. 80 lakh had been women students, constituting 41. 6 per cent. The comparative trend of total students enrolment and enrolment of women students, among states during 2009-10 had been increased. The enrolment of women students, in terms of absolute numbers, had been the highest in the state of Uttar Pradesh (8. 4 lakhs), followed by Maharashtra (7. 8 lakhs), Andhra Pradesh (6.1 lakhs), Tamil Nadu (5. 2 lakhs) etc. In terms of percentages, Goa accounted for the highest percentage of 59%, followed by Kerala (57%), Punjab and Meghalaya (51%) etc. indicating the dominance of girl students over boys in these states and A&N Islands (52%), Chandigarh (51%), Puducherry (50%) among the Union Territories. The enrolment position in the academic year 2009-10 reveals that majority of students in the higher education system had been enrolled for a variety of courses at the under-graduate level. The students at this level constitute provisionally 86. 55 per cent of the total number of students in colleges and universities put together. The percentage of students enrolled for Master’s level courses had been 11. 49 per cent while a very small proportion i. e. 0. 89 per cent of the total number of students had been enrolled for research. Similarly, only 1. 15 per cent of the total number of students had been enrolled in diploma/certificate courses. As regards the distribution of student’s enrolment between universities and affiliated colleges, the largest number of students in the higher education system had been enrolled in affiliated colleges. About 90. 24 per cent of all the under-graduate students and 70. 83 per cent of all the post-graduate students had been enrolled in the affiliated colleges, while the remaining had been in the universities and their constituent colleges. In technical education, the IITs, and in management, the IIMs have already marked their names among the top higher educational institutes of the world. Moreover the Jawaharlal University and Delhi University are also regarded as good higher educational institutes for doing postgraduates courses and research in science, humanities and social sciences. As a result, students from various parts of the world are coming today for higher education in India. Apart from these higher education institutes there are several private institutes in India that offer various professional courses in India. According to the Department of higher Education, government of India, there are total enrolment of students (146. 25 lakhs), 42. 01% students had been in the faculty of Arts, followed by 19. 30% in Science and 17. 83% in Commerce/ Management. Thus, 79. 14% of the total enrolment had been in the three faculties of Arts, Sciences and Commerce / Management while the remaining 20. 86% had been in the professional faculties indicating the highest percentage in Engineering. /Technology (10. 33%), followed by Medical courses (3. 48%), etc. In the academic year 2009-2010, the total number of teachers in universities and colleges had been 6. 99 lakhs as compared to 5. 89 lakhs teachers in the previous year. Out of 6. 99 lakhs teachers, 86% teachers had been in Colleges and the remaining 14% in University Departments / University Colleges (Annual Report, University Grant Commission (UGC, 2009-2010)). accounting, teaching, medicine, law, agriculture, veterinary, polytechnic and others. 1. 2 The Current Scene: India is today one of the fastest developing countries of the world with the annual growth rate going above 9%. In order to sustain that rate of growth, there is need to increase the number of institutes and also the quality of higher education in India. Therefore the Prime Minister of India has announced the establishment of 8 IITs, seven Indian Institutes of Management (IIMs) and five Indian Institutes of Science, Education and Research (IISERs) and 30 Central Universities in his speech to the nation on the 60th Independence Day. The outlay for education during the 11th Five Year Plan, which runs from the current fiscal to 2012-13, represents a four-fold increase over the previous plan and stands at Rs 2500 billion. 1. 3 Advantages of Indian higher education: With India emerging as a global hub for commercial R&D (India Today International, 3 Oct 2009), R&D within the scope of Higher Education has gained greater importance. Now, the country is fast emerging as a major centre for cutting-edge research and development (R&D) projects for global multinationals such as Microsoft and Motorola as well as Indian firms. More and more companies in industries ranging from IT and telecommunications through pharmaceuticals and biotech are setting up ambitious R&D projects, in part to serve the Indian market, but also with an eye to delivering new generations of products faster to the global market. It has been stated that 150 international firms have set up R&D centers in India and in 2004 US patents office granted over 1000 patents to Indian units of US companies. India has developed one of the largest systems of Higher Education in the world with over 493 universities and 6500 vocational colleges catering to about 10 million students. India provides a big market and playing field for private initiatives at both the national and international levels. It is very rich in human resources, in terms of quantity as well as quality. Statistics from the Indian census bureau shows, over 35% of our population is below the age of 20. By 2020, it is expected that 325 million people in India will reach working age, which will be the largest in the world. This will come at a time when the rest of the developed world will be faced with an ageing population were as India with its bourgeoning middle class people who are willing to invest in quality higher education will be an asset for India’s growth in education. No wonder that foreign universities from the US, Canada, UK, Australia, New Zealand, and Singapore are vying for students from India. India, too, is trying to attract students from neighboring countries. It is also willing to cater to the needs of the Indian Diaspora. Many non-resident Indians are now sending their wards to India for professional education in the fields of medicine, engineering, and business management. For them, higher education in India is both cost-effective and culturally rich. 1. 1 Pathway of learning in Indian education system: The Indian Education System is comprised of six stages: nursery, primary, secondary, higher secondary, graduation & post-graduation. Schooling prior to university lasts 12 years. Higher education in India starts after passing the higher secondary education or the 12th standard. However, there are considerable differences between the various states in terms of the organizational structures within these first 12 years of schooling. The government is committed to ensuring universal elementary education (primary and upper primary) education for all children aged 6-14 years of age. These various stages of Education, set by the Indian Education Ministry, are instrumental in an individual’s growth. Thus to ensure consistency in the overall development of the individual, first 12 years of education are made basic for all. Graduation and Post Graduation though depends upon person’s academic interest. Depending on the stream, doing graduation in India can take three to five years. Postgraduate courses are generally of two to three years of duration. After completing post graduation, scope for doing research in various educational institutes also remains open. A study conducted by the staffing firm, TeamLease Services, suggests India has to harness the latent talent of its young and productive population to achieve this goal. As per the ‘India Labour Report 2009’ released by Teamlease Services in collaboration with IIJT Education, the India can achieve a per capita income of USD 4,100 (approximately Rs 187,554 at an exchange rate of Rs 45. 74 per dollar). The report says this is not impossible if a labourfriendly atmosphere is in place. The study suggests some drastic reforms in the labour policy. Given the multi-cultural and multi-racial characteristics of Singapore, the bilingual policy is a key feature of the Singapore education system. Under the bilingual policy, every student learns English, which is the common working language. Students also learn their mother tongue language (Chinese, Malay or Tamil), to help them retain their ethnic identity, culture, heritage and values. The mission of the MOE is to mould the future of the nation, with a vision of Thinking Schools, Learning Nation. For both public and private schools there are variations in the extent of the autonomy in their curriculum and the scope of government aid and funding. Students in primary school do not pay school fees, while students at secondary and Pre University levels pay subsidized school fees. The Ministry of Education aims to help their students to discover their own talents, to make the best of these talents and realize their full potential, and to develop a passion for learning that lasts through life. They have been moving in recent years towards an education system that is more flexible and diverse. The aim is to provide students with greater choice to meet their different interests and ways of learning. Being able to choose what and how they learn will encourage them to take greater ownership of their learning. They are also giving their students a more broad-based education to ensure their all-round or holistic development, in and out of the classroom. Singapore currently has three autonomous universities, with a fourth slated to open in 2012. They are the National University of Singapore (NUS), Nanyang Technological University (NTU) and Singapore Management University (SMU). India therefore faces a big challenge in achieving its goals in this respect. Private initiatives in higher education are not only feasible, but also desirable, if India is to meet the target of 20% of its youth in the age group of 17-23, as against 7. 2% today. The government has not been able to attain the desired level of literacy during the last 65 years. At the time of independence, the literacy level was just 14%; India’s target is a 100% literacy rate by 2020. At present there are 300 million adult illiterates in India and only 60 million out of 170 million children at the primary school level are able to make to secondary education. Out of these 160 million, only 9 million make it to post-secondary education. According to a recent report by Asian brokerage and investment group CLSA, India’s education and training market is valued at $40 billion and is growing rapidly. The university is expected to open its doors in April 2012, with its campus constructed by 2015. A graduate medical school, Duke-NUS Graduate Medical School Singapore, was also created through a partnership between Duke University School of Medicine and NUS to increase Singapore’s capacity to develop a vibrant biomedical hub. Specialized institutions have also sprung up, both local and international. For instance, well-known business schools University of Chicago Graduate School of Business and INSEAD, New York University Tisch School of the Arts, LASALLE College of the Arts and Nanyang Academy of Fine Arts (NAFA) provide specialized education in the arts, and the Digipen Institute of Technology focuses on world-class technology education. In addition, polytechnics were also set up to train middle-level professionals and their main aim is to educate and nurture their students to excel in work and in life, and to equip young as well adult learners with skills and knowledge to enhance their employability in the market. A total of five polytechnic schools (Ngee Ann Polytechnic, Singapore Polytechnic, Nanyang Polytechnic, Temasek Polytechnic, and Republic Polytechnic) were established in Singapore to cater to students those who passed the secondary school and those who are interested in learning more technical subjects with hands on training. Most of the diplomas offered are three years duration and their course curriculum is designed to meet the industry needs. Last, but not the least; the Institute of Technical Education (ITE) was established as a post-secondary technical institution of excellence. The basic purpose of the institute is â€Å"To Create Opportunities for School Leavers and Adult Learners to Acquire Skills, Knowledge and Values for Lifelong Learning in a Global Economy† [Mission statement: ITE]. The Institute of Technical Education campuses were reorganized under the â€Å"Collegiate system† into 3 major colleges around the island, ITE College Central, ITE College West, ITE College East. You may also choose to send your children to one of the over 300 private education institutions in Singapore. Private schools offer a large variety of courses, including language and professional programmes. When choosing a private school, do make sure it has proper accreditation. The EduTrust for Education and Singapore Quality Class for Private Education Organizations are two hallmarks of quality implemented in Singapore. Under the MOE, The Higher Education Division (HED) oversees the provision of tertiary and technical education in Singapore as well as registration of private schools. It oversees nine statutory boards — five Polytechnics, the Institute of Technical Education (ITE), the Science Centre Singapore (SCS), the Institute of Southeast Asian Studies (ISEAS) and the Council for Private Education. HED also oversees the development of four autonomous universities (the National University of Singapore, the Nanyang Technological University, the Singapore Management University and the Singapore University of Technology and Design). (See the table 1. 0 for details) More details can be found in MOE website. 2. 2 The current scene: The proposed vision of Singapore education is to develop a self-sustaining education ecosystem offering a diverse and distinctive mix of quality educational services to the world, thus becoming an engine of economic growth, capability development and talent attraction for Singapore. Education ecosystem refers to a cluster of mutually reinforcing, complementary education institutions which vary in terms of student enrolment numbers, country of origin, cultural environment, nature of activity, academic level, academic discipline/subjects, research interests and price. This network of institutions will raise education standards, create more choice for Singapore students and enrich the overall student experience. Singapore has placed an essential emphasis on education. This can be seen from the fact that education spending forms at least 20% of the budget of Singapore. Primary education has become compulsory for all the citizens of Singapore and if parents fail to enroll their children into school, it is considered a criminal offence. Singapore’s public schools maintain high standards of teaching and learning. According to the World Economic Forum’s Global Competitiveness Report 2009/2010, Singapore was ranked 1st internationally for the quality of our educational system. Singapore was also rated as one of the world’s best performing education system, with an excellent teaching force, according to the McKinsey & Company 2007 report How the World’s Best-Performing School Systems Come Out on Top. Enrolment in educational institutions, see table below [Yearbook of Statistics Singapore, 2011] 2. 1 Pathway of learning in Singapore education system: According to the system, students in Singapore generally undergo six years in primary school and four to five years in secondary school. They can then enroll in post-secondary institutions, pre-university courses, or move on to the polytechnics. Eligible students are subsequently given the opportunity to enroll in the universities. These include a strategic geographical location, reputation for educational excellence, a vibrant business hub (which presents opportunities for institutional-industry collaboration), and a safe and cosmopolitan environment. Singapore can capture a larger share of the global educational market (estimated at US$2. 2 trillion), and increase educational services’ contribution to GDP from the existing 1. 9% of the GDP to a projected 3 to 5% in 10 years. About 120 of the 353 primary and secondary schools in Singapore have some form of exchange programmes which allow students to visit overseas schools. In 2005, the Ministry of Education set up a SGD 4. 5 million School Twinning Fund to facilitate 9,000 primary and secondary school students to participate in these exchange programmes, particularly in ASEAN countries, China and India. Singapore Government aims to increase the numbers of foreign students studying in Singapore from the current 97,000 to 150,000 by 2015. Based on current statistics, approximately one-fifth of those applying through UCAS are third-country nationals mainly from mainland China, India, Malaysia and Indonesia. Singapore is aggressively moving forward to become an education service provider in the region, the Economic Development Board has also continued to pursue brand-name foreign universities to set up specialized campuses to serve an international market from Singapore. The number of students studying for foreign qualifications in-country – Transnational (TNE) programmes – was 36,700 in 2001. According to latest HESA TNE data for 2009/10 the number of students studying for a UK qualification in Singapore is 42,715 – The majority of these are delivered in partnership with local private institutions. According to the Progress in International Reading Literacy Study (PIRLS) done in 2006, cited by MOE in a 2007 survey by the Fraser Institute, Singapore was ranked fourth among 45 education systems. Dr Kishore Mahbubani, Dean of the Lee Kuan Yew School of Public Policy at NUS, also proudly claimed that educational leaders around the world are flocking to Singapore to copy Singapore’s successful educational model. He said that some North American schools are even using similar textbooks as those used in Singaporean schools. While Singapore is clearly proving to be a popular destination for students from Asia, small numbers of students from Europe, the United States, and Australia are also choosing to study in Singapore. Many international students consider Singapore to be a comfortable introduction to Asia, providing both the chance to get a Western education at a leading institution and become familiar with Chinese language and business practices as well closer to their home country. Moreover, most MNCs have their regional base here and with Singapore positioned as the business and commercial capital of the region, job opportunities for graduating students are aplenty. Given the better job prospects that Asia currently offers as compared to the US and Europe, it is likely that Asian students will continue to pursue their higher studies within the region and more specifically in Singapore. This is a win-win situation for all – the students, Singapore’s education industry and the companies based in the city-state. [September 22, 2009, in Doing Business in Singapore] 2. 4 Issues for Singapore Higher education: Critics of the education system, including some parents, state that the education system is too specialized, rigid, and elitist. Often, these criticisms state that there is little emphasis on creative thinking, unlike education systems in other societies, such as those in the States. Those defending the current education system point out that Singaporean student have regularly ranked top when competing in international science and mathematics competitions and assessments. Detractors believe this is more an indication of students’ skills in using rote to prepare for a certain style of competition or examination than of their ability to think critically. There have also been complaints about excessive educational streaming at a young age. A popular local film, I Not Stupid, highlights the competitiveness of the system and the social stigma that students struggling with studies have to face. Figures from the Education Ministry show that while Singaporean exam results have increased across the board over the last decade, the stark disparities between the city-state’s main three ethnic groups remain. In 2008, just 59. 3 percent of Malay students achieved 5 passes at O-level, the exams taken by 15 and 16-year-olds, compared to 86. 2 percent of Chinese and 73 percent of Indians.
